Suddenly, outsourcing is no longer faddish - for IT and for other sectors of the economy. But unlike the outsourcing of yesteryear -- where companies engaged with other firms to provide specialized services within the U.S. market -- the new boom in outsourcing focuses overwhelmingly on tapping resources offshore. According to the Meta Group, at least a third of new IT development for major U.S. companies is now done overseas.
